The book "Yifazhiguo ji qi jianshe", written by Mr. Pekka Hallberg, the President of the Highest Administrative Court of Finland, was published in May at the China World Hotel, Beijing. The press conference and the expert seminar held after it, was the last part of President Hallberg's visit to China (May 4-11), during which he presented his book to the Chinese legal authorities, representatives of courts and procuratorates, scholars and to the public in Hongkong, Shanghai and Beijing.

The judicial cooperation between Finland and China during the past ten years shows the mutual interest in cooperation also in this field. Even though Finland recoqnised and established diplomatic relations with People's Republic of China quickly after P. R. China became independent, contacts in judicial field have been build systematically only during the past ten years.

Memorandum (Nov. 8, 2000) signed by the the Ministers of Justice of the two countries has laid a foundation for the established ways of cooperation. In the memorandum it is written clearly that the aim is to the achieve the working of rule of law and to have an open discussion on major judicial questions. A good cooperation has also been build between the highest courts and procurators of the two countries.

Questions related to the building of the rule of law and to the protection of law have clearly been up also during the state visits, which has emphasized the importance of judicial affairs in the framework of developing the bilateral relations.
