Applying for a visa to Finland

A Schengen visa for travel to Finland is applied for with a visa application form available from this website please follow the link below. The application form must be filled in and signed in duplicate, and the application must be accompanied by two passport sized photographs. The two application forms shall be submitted, together with a valid passport and the required additional documents, to the Finnish Embassy or Consulate at which the visa is applied for. The required documentation includes e.g. proof of a paid travel insurance and flight tickets. Some Embassies or Consulates may require further documentation, and therefore the applicant should always check the requirements with the Embassy or Consulate in question. Application forms sent to the Embassy or Consulate by e-mail or telefax will not be processed.

VISAS

The Visa Section grants visas to citizens of countries, for whom an entry visa to Finland is obligatory. A visa can be granted on the condition that the person has a valid travel document (passport) and a valid visa required for entering China or a residence permit in China, which guarantee the right of re-entry.

Two copies of a recently taken photograph must be attached to the application. Children are also required to have photographs.

Please, note that according to the new regulations, a traveller to Finland must possess travel insurance for sudden illness or accidents with remuneration up to 30.000 EUROs.

When the application is submitted, a processing fee must be paid. The fee will not be returned even if the visa is refused.

RESIDENCE AND WORK PERMITS

Work and residence permits must be applied for through a Finnish diplomatic mission before entering the country. In the case of work permits, an advance statement must be obtained from the Ministry of Labour and in the case of residence permits, from the Directorate of Immigration. The Embassy may, however, reject the statements given by the above-mentioned authorities in cases where the applicant does not fulfil the requirements or if the Embassy has knowledge of any other weighty reason. Concerning residence permits to family members, please note that the family member who is required to possess a work permit must make a sufficient living to support his/her family.

The employer is obliged to consult the employment office whether or not a foreigner needs a work permit. A person applying for a work or a residence permit at the Embassy has to show a favourable advance statement from the employment office, in original, dated six months prior to the day of application.

The person who is required to possess a work permit has to fill in:

  • a work permit application form
  • a residence permit application form.

For each application form, the applicant needs two photographs. Having answered all the questions on the forms carefully, the applicant must sign the forms. The applicant is required to visit the Embassy in person, either when the applications are submitted or when the permissions are collected.

The Embassy sends the work and residence permits to the Directorate of Immigration. Processing of permits takes 3-4 weeks. Having received a favourable answer, the Embassy grants the permissions.

INSTRUCTIONS FOR FINNISH CITIZENS APPLYING FOR A PASSPORT

Applications for a passport must be presented, in person, at the Consular Department.

The following documents are required:

  • two (2) black-and-white passport photographs size which are preferably less than a year old
  • former passport or a valid official identification card furnished with a photograph
  • in the case of minors, both parents' written approval is required

Children who are under 15 years of age can be entered on the passport of one of the parents. In this case, both parents have to accompany the child or a written approval must be attached to the application, signed by the other parent and confirmed by two witnesses.

If the former passport has been lost or stolen, the applicant has to fill in a 'record of investigation' about the event and to report the loss to the Police.

It usually takes 3 - 4 weeks to get a new passport.

In the case of urgent business trips or equivalent, the Embassy can issue a temporary passport, valid for one year.


Legalisation of documents

Documents of Chinese origin to be used in Finland have to be duly certified in China. The legalisation procedure of documents has four phases. First, the document is translated by a sworn translator, then it is certified by notary public. After that, the Legal Department of the China Foreign Ministry certifies the signature of the notary public. Finally, the Finnish Embassy validates the certification made in the Foreign Ministry of China.

Similarly, Finnish documents to be used in China have to be first certified by a notary public in Finland, then be taken to the Passport and Visa Unit of the Ministry for Foreign Affairs and, third, be validated by the Chinese Embassy in Helsinki.

The Finnish Embassy can, among other things, certify Finnish citizens' signatures (verification of identity prior to the certification) and copies of documents (originals need to be presented).
